Joseph da Silva, Ph.D., AIA, leads the Rhode Island School Building Authority at the Rhode Island Department of Education, where he oversees the State's $2 billion public school construction program. During his tenure (since 2007), the program has become a national high-performance green schools exemplar, while helping local education agencies (LEAs) and municipalities find efficiencies in facility planning and producing $100 million in savings in just the first four years.
Joseph is a founding member of the National Council of School Facilities and the Rhode Island Green Building Council, and serves on the Rhode Island Green Advisory Committee and the Rhode Island Public Energy Partnership.
He earned his associates degree from Bristol Community College in Fall River, his Bachelor’s degree from the University of Massachusetts in Amherst, his Master’s from the University of Rhode Island in Kingston, and his doctorate from the University of Massachusetts, Dartmouth.
